For additional information on CORE, please visit our website: www.medicine.yale.edu/core The Associate Director of Digital Product Development will function in a multidisciplinary team environment, both leading the design and implementation of technology solutions as well as contributing to the development of supporting federal policy. As the Quality Measurement (QM) team at CORE seeks to help define a strategy for and shift the field to fully digital quality measures through leveraging advances in data standardization and interoperability, the Associate Director will: 1) advise federal and private sector clients on the design (and redesign) of technical solutions and policy strategies for advancing digital quality measures to incorporate clinical and patient-generated health data at scale; and (2) oversee the technology aspects of the development and testing of new digital quality measures (dQMs) for public and private clients, inclusive of electronic clinical quality measures (eCQMs) and patient-reported outcome measures. We seek a candidate who is a problem solver, a strong communicator, and an experienced team and client manager who can (1) lead and supervise the technical design of prototype software for national quality measures that access electronic health record data via FHIR APIs; and (2) support COREs work to bridge the policy and technical aspects of digital quality measurement product design and implementation to accelerate the nations uptake and application of digital quality measures. The ideal candidate has a clinical background and formal training in medical informatics, experience leading development teams in an agile framework, familiarity with the data health field, and a strong desire to advance interoperability and quality in the health sector nationally to the benefit of patients. Responsibilities

  • 1. Helps coordinate and oversee the technical recommendations of COREs technical teams advising government and private clients on application design for calculating electronic clinical quality measures (eCQMs) and digital measures using a wide array of data sources including patient-generated health data, patient-reported outcome data, and administrative claims. Helps recruit and leads technical talent.
  • 2. Advises on design and redesign, testing and certifying of software tools to implement quality measures in federal reporting programs and private clients that leverage data from a wide range of data sources including provider FHIR APIs. Functions as product co-owner with contract Senior Director, contributing to vision, managing the development of the team, prioritizing needs, anticipating client needs, serving as the primary liaison to the client and stakeholders, and evaluating product progress. More specifically:
    • 2.1 Assists with defining user requirements and testing strategies for ensuring functionality of clients digital measure technologies.
  • 3. Actively contributes to, tracks and is visible at national policy forums on health data standards and interoperability such as HL7 FHIR Accelerator activities and the Office of National Coordinator certification regulations and policies. Advises on federal HIT policy related to quality measurement.
  • 4. Assists CORE staff in specifying and testing eCQMs and other digital measures.
  • 5. Supports the development of patient-reported outcome data collection methods for the PRO-PMs that CORE develops. Consults and/or adapts software products to support data collection for quality measurement, such as applications for patient-reported outcome-based performance measures (PRO-PMs). Assists with recruiting and overseeing technical support contractors as needed.
  • 6. Advises on the development of COREs data assets and capacity for building and testing eCQM and other digital measures.
  • 7. Supports leadership in new business development initiatives and in defining, evolving, and codifying COREs capabilities and positioning in the field of digital quality measurement.
