Huiyong Zhang is a Non-Resident Senior Research Fellow with the Global China Initiative at the Boston University Global Development Policy Center and a Hubert H. Humphrey Fellow at University of California, Davis. 

For the Humphrey Fellowship Program, Mr. Zhang will focus on finding market-based solutions to environmental problems, in particular climate change and comprehensive measures on cross-cutting issues among climate change, biodiversity, and ocean. Mainstreaming gender equality into sustainable policies and expanding international aid on capacity building on addressing climate change are his interests. He hopes to take this chance to discuss and exchange views among fellows from other countries.

Previously, he served as the head of the Secretariat of China Council for International Cooperation on Environment and Development (CCICED) since 2019. Before transferring to CCICED, Mr. Zhang worked in the Foreign Environmental Cooperation Office of MEE for 15 years starting from project officer in the Climate Division responsible for climate change policy research and attending UNFCCC negotiations, to deputy director of Legal Division responsible for multilateral environmental convention negotiations and implementation, such as Montreal Protocol on the Protection of the Ozone Layer, Minamata Convention on the Prevention and Control of Mercury Pollution, Stockholm Convention on Persistent Organic Pollutants and United Nations Convention on Biological Diversity.
