Gallagher Publishes Article on Trump and Global Trade Reform in the American Prospect

Kevin P. Gallagher, Director of the Global Development Policy Center and Professor at the Frederick S. Pardee School of Global Studies, published an article this week, entitled, “The Trade Strategy We Need,” in the American Prospect magazine. Dr. Gallagher offers his commentary on Trump’s tariff policies and provides an outline of principles for global trade policy reform.

… Trump’s tariff tantrum is doomed to fail because it isn’t driven by a clear idea of what is wrong with the system. His policies will inflict pain on the United States and across the global economy, and crack the foundations of the international system. Worse, they are not part of an underlying economic strategy to restore balanced and equitable growth in the U.S. and world economy.

The one real bright spot is that Trump’s actions have revived an overdue debate about reform of the global trading system. Argument has been going on for decades, while trade policy was made by a bipartisan establishment cheered on by mainstream media—with critics banging on the door. Trump’s tirades have made trade reform prime-time.

Dr. Gallagher is the author or co-author of six books: The China Triangle: Latin America’s China Boom and the Fate of the Washington Consensus, Ruling Capital: Emerging Markets and the Reregulation of Cross-Border Finance; The Clash of Globalizations:  Essays on Trade and Development Policy; The Dragon in the Room: China and the Future of Latin American Industrialization (with Roberto Porzecanski); The Enclave Economy: Foreign Investment and Sustainable Development in Mexico’s Silicon Valley (with Lyuba Zarsky); and Free Trade and the Environment: Mexico, NAFTA, and Beyond.

Gallagher serves on the United Nations’ Committee for Development Policy and co-chairs the T-20 Task Force on An International Financial Architecture for Stability and Development at the G-20. He previously served on the investment sub-committee of the Advisory Committee on International Economic Policy at the US Department of State and on the National Advisory Committee at the Environmental Protection Agency.   Gallagher has been a visiting or adjunct professor at the Paul Nitze School of Advanced International Studies at Johns Hopkins University, the Fletcher School of Law and Diplomacy at Tufts University; El Colegio de Mexico in Mexico; Tsinghua University in China, and the Center for State and Society in Argentina.
