Project Coordinators, Private Health Provision (Multiple Countries)

September 28th, 2012 in Jobs

Background

  • Project Title:  Private Healthcare Provision
  • Location: Ghana (Accra), Kenya (Nairobi), Nigeria (Lagos)
  • Start date (month/year) and duration:  September 2012 (Commitment of  2 years)
  • Deadline to apply:  August 31st 2012

Innovations for Poverty Action (IPA) seeks three qualified Project Coordinators to join a new, multi-country impact evaluation which measures the health impacts of improving the quality of private healthcare provision in Africa. This project evaluates a private-sector health provision program which will use social franchising to increase the scale and scope of health services provided in Kenya, Ghana, and Nigeria. The intervention is two-fold, and aims to impact health outcomes through both the supply of services, and demand for them.

The evaluation aims to answer the following research questions: How effective and cost-effective is social franchising compared to the existing private health service delivery system? Are there economies of scope in franchising a range of service areas rather than family planning alone? How effective and cost-effective are supply-side interventions, aimed at improving quality of care and providing credit, when added to the franchising model? How much more effective and cost-effective are supply-side interventions when combined with demand-side financing interventions? What are the market impacts of the interventions? How does the intervention change the quality and price of services at targeted providers and their competitors?

The three positions will be based in Accra, Ghana; Nairobi, Kenya; and Lagos, Nigeria, respectively. The research team will be led by Paul Gertler (UC Berkeley), and also include Rachel Gardner (UC Berkeley), Joshua Gruber (UC Berkeley), Sebastian Galiani (Washington University), Jishnu Das (World Bank), Sergio Bautista (INSP) and Elana Safran (IPA). The Project Coordinator will oversee all in-country activities, as part of a cross-country evaluation team which reports to the US-based Senior Project Coordinator, with frequent communication with counterparts in other countries.

Job Responsibilities

  • Work with the research team and implementing partner to develop standard operating procedures for research design, catered to the country-specific program implementation.
  • Oversee and monitor implementation throughout the program area, as according to research design, and manage relationships between research team and implementing partner.
  • Work with the research team and cross-country coordinators to develop and refine surveying instruments and data collection plans for provider/facility surveys. In Ghana and Kenya, there is also an option to develop and conduct a household/health measurement survey.
  • Oversee and monitor data collection and survey field work for multiple surveys, including coordinating planning and logistics with implementing partner and local government bodies, and hiring and training enumerators.
  • Oversee and develop workplan for 1-2 research associates, and other field staff.
  • Manage the in-country evaluation budget.
  • In Nigeria, negotiate contracts with third-party survey firm.
  • Checking and analyzing data, cleaning data and assisting in preliminary analysis.
  • Assisting in the writing of project reports and policy memos, and supporting outreach to policymakers in country.

Desired Qualifications and Experience:

  • A Master’s level degree in public health, public policy, economics, social sciences, or related fields.
  • Several years of work experience in development, development research, and/or global health; experience working with public or private healthcare providers a plus;
  • At least three years of project management experience are required. Extensive experience supervising, designing and implementing data collection and/or field work activities, and managing teams of field workers, is preferred.
  • Cultural sensitivity and demonstrated ability to work successfully with diverse constituencies.
  • Strong budgeting and financial management skills.
  • Intermediate to advanced knowledge of data management, econometrics, and programming in Stata.
  • Fluency and excellent oral and written communication skills in English.
  • Flexible, self-motivating, able to manage multiple tasks efficiently, and team player.

We expect a minimum commitment of two years for these positions, which we expect to begin in September 2012. We are hiring for three positions, based in each of the participating countries: Ghana (Accra), Kenya (Nairobi), and Nigeria (Lagos).
