The MEASURE Evaluation Strategic Information for South Africa (MEval-SIFSA) project is a President’s Emergency Plan for AIDS Relief (PEPFAR) initiative that supports the public health system in South Africa to produce useful and high-quality information that contributes to sustainable policy, planning, and decision making. ICF is seeking an eHealth/mHealth Advisor to implement the project’s eHealth and mHealth activities including:

  • Supporting the National Department of Health in the implementation of the national eHealth strategy, including revision of the strategy, establishment of a Ministerial Advisory Committee and other eHealth subcommittees, and development of monitoring and reporting tools
  • Supporting the National Department of Health’s mHealth strategy implementation, through the establishment and growth of a national mHealth registry
  • Supporting the establishment and implementation of DHMIS IT help desks at provincial-level Departments of Health
  • Mapping and analysis of mHealth and eHealth applications in South Africa
  • Support of priority national mHealth and eHealth systems
  • Support of other MEval-SIFSA project initiatives as required

 

Location: Pretoria, South Africa eHealth Advisor to be co-located with the MEASURE Evaluation SIFSA/JSI team.

 

Qualifications

 Requirements:

 

  • Practical experience supporting eHealth/mHealth initiatives in South Africa
  • Strong interpersonal communications skills essential; ability to work with a wide range of stakeholders
  • Knowledge of international and national health informatics standards
  • Extensive knowledge of Health Information Systems within the South African health system
  • Understanding of the technical requirements for achieving interoperability amongst eHealth applications; expertise in XML, web services and open source solutions
  • Experience with IT help desk implementation a plus
  • Master’s degree in health informatics, computer science, statistics or other related field
  • At least 8-12 years of progressive work experience in a similar capacity
  • Demonstrated experience operating independently
  • Experience supervising staff preferable
  • Project management skills and demonstrable experience managing contractors is desirable.
  • Eligibility to work in South Africa
  • Willingness to travel up to 25% of time
  • PMP certification a plus
