Zamir Khan

portraits_Page_04Zamir Afzal Khan is Senior Joint Director of the Payment Systems Department at the State Bank of Pakistan.  His main responsibilities include the formation of regulatory frameworks for payment instruments such a debit and credit cards, electronic fund transfers, alternate delivery channels (point of sale, automated teller machines, and Internet banking) and payment systems (ATM switches, clearinghouses, and Internet payment gateways). He has further worked as team lead for the implementation of the International Bank Account Number (IBAN), an ISO 13616-1 standard, and in the development of the Payment Systems and Electronic Fund Transfers Act of 2007 in Pakistan. He also served on the core team that implemented Pakistan’s Real Time Gross Settlement System (RTGS).

Mr. Khan holds master’s degree in Business Administration from Hamdard University in Karachi.

Throughout his Humphrey Fellowship year, Mr. Khan plans to advance his understanding of the banking laws and structures, consumer protection issues related to electronic payment, and alternate delivery channels. He looks forward to working with different payment systems operators and providers. Following his return to Pakistan, he aspires to use his new expertise to increase financial inclusion for underserved communities throughout Pakistan.
