Amsterdam Meeting, November 2015
Nineteen Commissioners, one senior editor of The Lancet, and one external reviewer met in Amsterdam 5-6 November 2015 to discuss the first draft of the Commission Report. The highly productive two-day meeting resulted in a roadmap for developing and revising each section of the Report which covers the following priority areas previously agreed in London:
- Quality and safety of essential medicines
- Financing of essential medicines
- Appropriate use of essential medicines
- Affordability of essential medicines
- Research and Development of missing essential medicine
Different commissioners have taken the lead developing each of these priority areas and writing sections of the Report in collaboration with other commissioners and external collaborators. One of the cross-cutting themes of the report is the human rights perspective and its implications for countries implementing sustainable essential medicines strategies.
At this meeting, Commissioners:
- Reached final consensus on the Commission’s report content
- Discussed responses to external reviewers’ comments
- Discussed preliminary recommendations and strategies to implement them
- Incorporated case studies in the report that will illustrate progress achieved or challenges in overcoming existing barriers in design, implementation and evaluation of policies.

London Meeting, March 2015
Nineteen Commissioners and two senior editors of The Lancet met in London 9-11 March 2015 to discuss the outline of the report. The Commissioners identified five priority areas that the report on essential medicine policies will focus on:
- Quality and safety of essential medicines
- Financing of essential medicines
- Affordability of essential medicines
- Appropriate use of medicines
- Research and Development of missing essential medicines
Different commissioners agreed to take the lead to develop each of these priority areas. Commissioners will reconvene in November 2015 to discuss the first draft of the report with external reviewers.
Kickstart
In October 2014, the Commission and select technical experts met at the University of Groningen in The Netherlands to develop an effective work plan for the report. Commissioners reviewed the policy timeline since the Nairobi meeting of experts in 1985 to identify achievements and existing challenges over the last 30 years. The Commission began identifying potential new challenges in need of creative solutions over the next 20 years.
