Biography

Deborah Garza has been practicing antitrust law for about 40 years in both the private and public sector.  She served three times in the U.S. Justice Department Antitrust Division between 1981 and 1989, as a Special Assistant, Chief of Staff and Counselor to the Assistant Attorney General, Deputy Attorney General and Acting Assistant Attorney General.  In 2004 she was appointed by the President to chair the Antitrust Modernization Commission, a bi-partisan blue-ribbon panel created by Congress to advise the President and Congress on U.S. antitrust policy.  More recently, Ms. Garza co-chaired the International Competition Policy Expert Group, a group formed in the summer of 2016 to advise the new President and Congress on trade and competition policy.  She has testified on several occasions before House and Senate Committees on antitrust-related issues, including with respect to consideration of current legislative proposals.  Ms. Garza has for many years served in the leadership of both the American Bar Association Antitrust Law Section and Federalist Society, chairing the ABA Antitrust Law Section 2018-19.  She is currently Senior Counsel at Covington & Burling in its Washington DC office, where she previously co-chaired Covington’s global competition law practice.
