Gallagher Publishes Op-Ed on China and the G20

Kevin Gallagher, Director of the Global Development Policy (GDP) Center and Professor of Global Development Policy at the Frederick S. Pardee School of Global Studies, published a recent Op-Ed on China’s leadership role on climate change and global development finance.

Gallagher’s Op-Ed, entitled “China and the G20: Lead by Example on Climate Change and Development Finance,” was published in China Watch on November 26, 2018.

As global heads of state convene in Argentina this month for the much anticipated G20 Summit, G20 leaders should commit to calibrating global development finance towards the Paris Agreement and the Sustainable Development Goals.

China has emerged as the world’s leader in combating global climate change domestically, but its global development finance overseas is not aligned with such leadership. The United States has abandoned its leadership at home and abroad by withdrawing from the Paris Agreement and eliminating regulations on coal and other climate change commitments. It will thus be up to China and other global actors at the G20 to lead.

In many ways, China has become a responsible stakeholder when it comes to climate change and global development finance. Not only was China a key participant in the Paris Agreement, it has spurred investment in solar and wind technologies that have led to a global drop in prices and the rapid diffusion of clean energy across the world. China is a leader in global development finance as well.

Gallagher currently serves as co-chair of the T-20 Argentina task force on “An International Financial Architecture for Stability and Development” to advise the G-20 and its members on financial infrastructure and monetary policy globally. He also served on the U.S. Department of State’s Investment Subcommittee of the Advisory Committee on International Economic Policy and the International Investment Division of the United Nations Conference on Trade and Development.  He has served as a visiting or adjunct professor at the Paul Nitze School for Advanced International Studies at Johns Hopkins University, the Fletcher School of Law and Diplomacy, Tufts University; El Colegio de Mexico in Mexico; Tsinghua University in China; and the Center for State and Society in Argentina. You can follow him on Twitter @KevinPGallagher.
