Garcevic Speaks at Conference on Diplomacy and Security Policy

Ambassador Vesko Garcevic, Professor of the Practice of International Relations at the Frederick S. Pardee School of Global Studies at Boston University, attended the international conference entitled “Sources, Tools and Impact of External Non-EU-Engagement in Southeastern Europe/Part I – Russia” held in Berlin from January 22-24, 2019 in Berlin, Germany.

The conference was co-organized by Südosteuropa-Gesellschaft (The Southeastern Europe Association) and the German Ministry of Foreign Affairs.

Amb. Garcevic spoke as part of a panel entitled “Tools and Actors: Diplomacy and Security Policy,” discussing the key characteristics of Russian sharp power in Montenegro and the Balkans. He also took part in a special debate organized by the German Ministry of Foreign Affairs on relations between Russia and the EU, and Russia’s involvement in Eastern and southeastern Europe. The meeting, organized as an exclusive event with a limited number of participants, served as an opportunity for frank evaluation of the EU policy in eastern Europe and the Balkans vis-à-vis Russia and its aspirations.

The list of participants and panelists at the conference included international experts and scholars from southeast and central Europe, Russia, MPs from the German Parliament, representatives from the German Council on Foreign Relations (DGAP) and senior diplomatic representatives from the German Ministry of Foreign Affairs.

During his diplomatic career, Amb. Vesko Garcevic dealt with issues pertinent to European security and NATO for almost 14 years. In 2004, he was posted in Vienna to serve as Ambassador to Organization for Security and Cooperation in Europe. He had been a Montenegro’s Ambassador to NATO from 2010 until 2014 and served as a Montenegro’s National Coordinator for NATO from 2015 until he joined the faculty at the Pardee School.
