Heine Offers Insights Into China’s Lending Strategy in Latin America

Ambassador Jorge Heine, Research Professor at the Frederick S. Pardee School of Global Studies at Boston University, was interviewed for a Voice of America article on China’s foreign direct investment in Latin America.

The article, titled “¿El fin de los préstamos chinos a los gobiernos de Latinoamérica? (The end of Chinese loans to Latin American governments?),” details how China is restructuring its lending strategy in Latin America as countries struggle to make good on their debts. In the case of Venezuela, for example, Heine argues that China “burned its fingers” because the country continues to owe billions to China. He goes on the state that a reason for China’s reoriented lending strategy in the region could be that the country is going to concentrate more on development and internal investment in the coming years.
