Heine’s Insights on China’s Latin American Influence

On October 5, 2023, Amb. Jorge Heine, Research Professor at Boston University’s Frederick S. Pardee School of Global Studies and Interim Director of the Frederick S. Pardee Center for the Study of the Longer-Range Future, was featured in a Newsweek article that examines the growing concerns surrounding China’s expanding presence in Latin America. Titled “US Alarmed by China’s Big Steps in America’s Backyard,” the article spotlights the United States’ apprehension over China’s increasing influence in Latin America and its call for Peru to reevaluate significant Chinese investments in critical infrastructure.
During his interview with Newsweek, Heine provided crucial insights into this pressing issue. He emphasized the magnitude of China’s impact in the region, particularly exemplified by the under-construction port at Chancay, near Lima, where Chinese conglomerate COSCO Shipping holds a substantial stake. This port, set to become a regional hub in the South Pacific, has raised concerns about its potential dual-use capabilities and the deepening influence of COSCO in the industry.
Heine’s expertise added depth to the discussion, shedding light on the complexities of the situation. As he stated,
“China’s footprint has by no means replaced the historic U.S. sphere of influence, especially in South America.”
He also underlined the delicate balance that countries in the region are striving to maintain between their relations with Washington and Beijing, a concept known as Active Non-Alignment, wherein they prioritize their own interests without succumbing to external pressures.
