Heine Analyzes the U.S.-EU Response to the Belt and Road Initiative

On October 17, 2023,  Amb. Jorge Heine, Research Professor at Boston University’s Frederick S. Pardee School of Global Studies and Interim Director of the Frederick S. Pardee Center for the Study of the Longer-Range Future, was cited in Politico‘s comprehensive analysis that delves into the challenges and alternatives presented by the U.S.-EU response to the Belt and Road Initiative (BRI). The analysis explores President Biden’s Partnership for Global Infrastructure and Investment plan (PGII) as a response to the BRI, aiming to mobilize allies to address global infrastructure needs.

Heine offered his insights, shedding light on the effectiveness of these measures in countering the BRI.

“U.S. and European companies are simply not willing to participate in significant construction projects in Latin America —the Chinese tend to focus on development and that is one reason they made their mark.” 

The analysis notes concerns raised by several former officials on both sides of the Atlantic, emphasizing the difficulty in challenging the BRI’s scope and scale. Heine’s expertise contributes to the discussion of whether the U.S. and EU initiatives can effectively address the infrastructure deficits in the developing world while competing with China’s massive investment in global projects.
