Amb. Vesko Garčević, Professor of the Practice of International Relations at Boston University’s Pardee School of Global Studies, recently shared his insights in an interview with Montenegro’s oldest daily, Pobjeda (Victory). The article, published on October 23, 2023, delves into the recent appointment of American diplomat James O’Brien as Assistant Secretary of State for European and Eurasian Affairs.

Amb. Garčević, known for his expertise in international relations, particularly in the Western Balkans, provided a nuanced perspective on the US’s approach to the region. Against the backdrop of global events such as the ongoing conflict in Ukraine, developments in the Middle East, and the broader geopolitical competition with China, Garčević emphasized that the Western Balkans might remain a third-tier priority in American foreign policy.

Despite O’Brien’s extensive knowledge of the region and his diplomatic experience, Garčević cautioned against expecting a significant shift in policy. He highlighted that, given the current global dynamics, the region might not witness the transformative change some anticipate. Garčević projected a continuation of the existing policy in the years ahead.

In some cases, it has even strained relationships with key regional allies. He specifically cited the unsuccessful Open Balkans Initiative, supported by US Balkans Envoy Gabriel Escobar, as an example of a doomed project from the outset.

Garčević assessment included a sobering view of the situation in Kosovo, which he described as on the brink of military confrontation. He also highlighted the ongoing instability in Bosnia and Herzegovina, underscoring the challenges that persist despite diplomatic efforts.
