US Budget Crisis Unveiled: Amb. Garčević’s Insights
On October 3rd, 2023, Amb. Vesko Garčević, Professor of the Practice of International Relations at Boston University’s Pardee School of Global Studies, was featured on Radio Television of Bosnia and Herzegovina.
In an interview with the international politics talk show Global, he addressed the outcomes of the recent budget crisis in the US Congress, providing valuable insights into the potential implications. The interview, conducted prior to Kevin McCarthy being voted out as the Speaker of the House of Representatives, touched upon the short-term funding deal that averted a federal shutdown. Amb. Garčević highlighted the lingering uncertainty and foresaw the possibility of an impasse in Congress due to McCarthy’s potential removal, leading to a delay in the next funding deal in November and a potential long federal shutdown.
The discussion also touched upon the Congress decision to suspend aid to Ukraine as part of a short-term funding agreement. President Biden characterized it as ‘a manufactured crisis’ and assured the ongoing support for Kyiv. However, the decision hinted at emerging dissatisfaction among some Republicans with the existing strategy concerning the war in Ukraine. It suggested a potential scenario where assistance to Ukraine could be impacted by internal political disagreements.

Ambassador Vesko Garčević dealt with issues pertinent to European security and NATO for almost 14 years during his diplomatic career. In 2004, he was posted in Vienna to serve as Ambassador to Organization for Security and Cooperation in Europe. He was Montenegro’s Ambassador to NATO from 2010 until 2014 and served as Montenegro’s National Coordinator for NATO from 2015 until he joined the faculty at the Pardee School.
