Mr. Regan’s professional work centers on transportation policy, finance, and intelligent transportation systems. For the Commonwealth of Massachusetts, he recently led the analytical effort by the Massachusetts Transportation Finance Commission, including the examination of funding needs and financial capacity for each of the Commonwealth’s transportation agencies, and identifying a $19 billion structural debt for the agencies.

For the Federal Highway Administration and Federal Transit Administration, Mr. Regan manages the day-to-day operations of the Transportation Planning Capacity Building Program, a program designed to assist transportation officials and staff in resolving increasingly complex issues related to transportation needs.

For the U.S. Department of Transportation, Mr. Regan manages the Intelligent Transportation System’s (ITS) Peer-to-Peer Program, which provides short-term technical assistance for transportation professionals on the integration of technology into transportation operations.
