Memo: Partial Government Shutdown Update – January 8, 2019

TO:Principal Investigators and Department Administrators
FROM:Diane M. Baldwin, Associate Vice President, Sponsored Programs
DATE:January 8, 2019
SUBJECT:Partial Government Shutdown – Update 1/8/19

A partial government shutdown went into effect on December 22, 2018 and continues into its third week. The shutdown affects a number of federal agencies that do not have a final fiscal year 2019 budget. The largest funders of research at Boston University subject to the shutdown are the National Science Foundation (NSF) and the National Aeronautics and Space Administration (NASA). See information below:

The Department of Health and Human Services (including AHRQ, CDC, HRSA, NIH and others),  Department of Defense (DOD), Department of Education (DoED), and Department of Energy (DOE), among others, have received FY 19 funding and are not affected by the shutdown.

Please see Agency Contingency Plans and FAQs on the OMB website for further information on all agencies.

For any agencies impacted by the shutdown, continue to follow sponsor-posted deadlines and submit proposals to Sponsored Programs in accordance with the proposal submission process so they may be reviewed and submitted where possible, although they will not be processed by agencies until normal operations resume. No new awards or funding increments will be issued by agencies impacted by the shutdown but work on existing awards may continue within the funding obligated, unless further notification is received from the sponsor.  Note: Cooperative Agreements could be affected if federal participation is required, but not available.

Faculty planning to travel to DC for peer review panels or agency meetings should check with their points of contact at the affected federal agencies as most staff will not be working during the shutdown.

Sponsored Programs will continue to monitor the latest information and provide updates.  Please forward any questions you have or communications you receive related to the shutdown and your award to Diane Baldwin (dbaldwin@bu.edu).
