Christopher F. Koller is President of the Milbank Memorial Fund and Publisher of the Milbank Quarterly. The Fund is a 110 year operating foundation that improves population health by connecting leaders with the best information and experience. Before joining the Fund in 2013, he served the state of Rhode Island for eight years as the country’s first health insurance commissioner, where he and his team aligned regulation and rate review with statutory authority to help promote delivery system reform in such areas as primary care transformation. Prior to that, he was CEO of Neighborhood Health Plan of Rhode Island. He is a member of the National Academy of Medicine’s Health Care Services Board and serves in numerous national and state health policy advisory capacities. Koller is also adjunct professor of community health in the School of Public Health at Brown University.

Lisa Wong is a Senior Fellow at the Governing Institute, where she writes, consults and speaks on issues affecting local and state government. She is the President of Soto Home Care, Inc., a private home health care agency she co-founded with her husband, and CEO of Go So Fun!, a social enterprise that focuses on elevating women’s stories and experiences across the globe. She recently joined Clark University as an adjunct professor.
From 2008-2016, Mayor Wong served four terms as Mayor of the city of Fitchburg. She was first elected to that office in November of 2007 at the age of 28, and is the youngest female ever elected mayor in the Commonwealth of Massachusetts. Mayor Wong has received recognition for her work on a broad range of issues including conservation, urban education, public health, and anti-poverty initiatives.
Mayor Wong previously served as the Executive Director for the Fitchburg Redevelopment Authority, and as the Executive Director of the Women’s Institute of Housing and Economic Development. She taught Global Economics at the University of Wyoming and worked in human rights while living in Australia. She has a dual Bachelor of Arts degrees in Economics and International Relations and a Master of Arts in Economics, both from Boston University. She received the Young Alumni Award from Boston University in 2015.
Mayor Wong currently serves on the Board of Overseers at Boston University and on the Boards of the Massachusetts Smart Growth Alliance and MassINC. She is an avid backpacker and swimmer, and founded a Special Olympics Swim Team in 1996. She is married to Anthony Soto and is the proud stepmother of four amazing children, including two that are serving in the Marines.
