Ken Thomas was a Legislative Attorney with the Congressional Reserach Service from 1987 to 2020. In that position, he advised Senators, Members, and congressional staff on the U.S. Constitution (e.g., federalism, individual rights, federal courts), maritime law, and on issues regarding the District of Columbia and the territories. During that time, he also taught Continuing Legal Education courses on constitutional law and was a contributor and Editor-in-Chief of the constitutional treatise, Constitution of the United States of America: Analysis and Interpretation. Ken was also the prime architect of the website containing that document. Ken received his J.D. from the George Washington University Law School and a B.A. in Philosophy from Colby College.
